South Dakota's two Senators have a difference of opinion on the reconciliation process being used in Congress in an effort to pass health care reform legislation.Democratic Senator Tim Johnson says the reconciliation process has been used 22 times since 1980, 16 times by Republicans. He says it's time for Congress to be on the right side of history, and pass health care reform.Republican Senator John Thune says the reconciliation process is designed to bring revenues and spending into line, not to make policy.Thune says the current health care legislation is not reform, but is expansion with higher premiums for most Americans.
